your question is very insulting tbh. you are assuming most L4 runners are doing their missions afk. I hate your presumptions. In the group of players I'm in, none are running afk missions. I don't and I'm really mad after 8 drone missions in a row but that won't make me missioning in low sec, nor going afk... it may just make me leave Eve in fact. As for low sec itself, the main issue is PVE vs PVP. This entire thread rings like: how can we get more meat in low sec....

agent is offering me 2 missions: 1 low LP and bounties in high sec or 1 with better LP, bounties, harder kills (need a fleet) in low sec. give me the choice! it all depends of my mood and time I can spend in game at the time I log in.
I will never go in a PVE fitted BS alone in low sec, whatever, make up your mind. I run complexes cause have a recon, everything is fine on that side.

I feel you are asking for meat. Stop using "Carebears", like others noticed. plexes is no problem. navigation and living in low sec either. issue is missions... PVE fits vs PVP fits.
